Unable to charge the flat rate $10.55 click and send satchel

I thought that I had mastered the click and send postal system but I have just tried to list 2 books as one listing and when I entered the postage charge of $10.55 I got a message to say that I can't charge more than $8.30. Has this suddenly altered?

Books have a different postage set up for them.

There is a lot of complaints about how the postage for books is done.

You can enter a postage calculator if you want.
