What is the situation with an item arriving broken in the post? Do I refund when the item was bubble wrapped, shredded newspaper and boxed?

Normally the buyer takes the parcel to the post office with all the packaging and if the post office deem it adequately packed, the buyer files a claim with Aust Post.
Should it be deemed inadequately packed to Aust Post standards, you refund.
