seller hasn't put in tracking number

Seller hasn't put in tracking number and said that they have sent it to the global shipping program and that i need to contact Ebay to find out where it is. How to I directly contact Ebay to ask for help? All of the links I find go back to the item not having tracking on it?

YOU NEED TO CONTACT EBAY ON THIS. THIS WENT GLOBAL SHIPPING. EBAY IS IN CHARGE OF THE TRACKING ONCE IT LEAVES THEIR KENTUCKY GLOBAL SHIPPING DEPARTMENT AND PROVIDES ME WITH NO FURTHER TRACKING, JUST YOU . I GAVE IT TO THEIR SHIPPING DEPARTMENT AND THAT IS WHERE YOU ARE GETTING THE NOTIFICATIONS FROM, PLEASE CALL EBAY

I am confused with the expected delivery time of the above product. I was initially due to be delivered 26/09-06/10/17 but now shows mid to late November. Can you please confirm that this item has actually been shipped? I cannot find a tracking number.
