Why am I being charged $12.16 each month for PayPal fees  ?? when I already pay Paypal for selling items fees

Are you still receiving funds in Paypal?

Otherwise, no idea.

You pay ebay when you sell an item and paypal when the buyer pays you via paypal and the money is transferred to you.
