Buyer refused to accept delivery twice because he doesn't want to pay the Customs fee. He opened a case with Paypal who placed chargeback. The parcel has now returned to me. How is this my fault?

It is not an eBay requirement to state that the custom fees are the responsibility of the buyer, but as I said some people just do not have the brains.  However, the fact that you did not state it should NOT have any impact on the claim.

 

You cannot force the buyer to accept the parcel.  As you have the item back you will have to refund, BUT I would be calling PP and asking them to give only the amount for the value of the item minus your fees.  The buyer should not be getting the cost of postage back.  So work out how much you are willing to refund, and refund it if there is an option to do that.  Explain why you are refunding what ever the amount is.   If you cannot do that call PP from the help link when you log into your PP account.  it is an o/s number, but it is free, and every time I had to ring the person I dealt with was lovely and very helpful.
