Bought goods this afternoon and received the above message when I tried to pay. Have sent a message to seller but no reply as yet. I am very unsure of seller as they only have 1 item for sale & only joined Ebay on 6th January 2016. It would appear that they only joined to sell the item that I bought. Very nervous about this deal.....

The code means the sellers account has been restricted by PayPal.
Have you checked your bank to see if your payment has been returned to you already?
