How can I setup payout bank account in ebay Australia?

I can only add credit card info under Account > Payment.  The first is credit card number, expiry date, security code but no payout bank account information.  What can i do next?

My problem is that there is no payout account or payout option. Is this because I'm new seller?

@art - It's because you need to sign up to Managed Payments
