When you add a bank account PayPal deposits two small amounts for verification purposes.
Is the $1 charge in your bank account or creditcard?
PayPal used to put through a $2 charge when you added a creditcard and then you had to login to PayPal and enter a number to verify the card. The $2 was then left in your PayPal account as a balance.
If it was your creditcard then maybe they've changed the verification amount to $1.
