We never had to upload a photo front and back of licence before receiving our payment. I am not comfortable doing so as there is so many scammers out there, Ebay has enough of my id.

How else can I get my money that Ebay is holding on to?

You can wait for the unclaimed funds to be forwarded to ASIC,  then you can have fun trying to claim from there without the specified ID.

Why did you list without having signed up to Managed Payments, and knew you had no intention of doing so?

You will not get your money until you follow the policy you agreed to when you listed, that came in three years ago and that applies to all sellers
