My payment methods wont process, tried debit card via debit selection and tried Paypal.

I tried to purchase multiple Items from Multiple sellers, and I goto check out and it comes up with Can not process payment, please select and different payment method.
Ive tried, Debit card - details are correct and contacted my bank and they said its all good on their end.
I then tried to link my card to Paypal and pay that way, this is also the same message.
Its a Visa Debit card and yes its not expired it has money and the details are correct.

Clear all cookies, history and cached data.
Then turn off power for the computer and router and NBN equipment at the wall .
After 5 minutes reboot. Then log on. Do not use Internet explorer switch to Microsoft EDGE that comes with Windows 10.
