Why does eBay sometimes charge 20% on import charges into Australia when Australian GST is only 10%?

GST on imports is  10% on the total invoice,  IE   Item + postage.  In addition  the  GSP and other shipping companies who are required to collect and process the GST, are entitled to charge whatever price they deem fit, for doing so.
