I have opened an unpaid item case but when can I leave feedback for this? After the case is closed or before it closes.

You don't.
Sellers can ONLY leave +ive FB so do not leave a +ive rating with a neg comment or you will be in violation and if the buyer reports it it will be removed and you get a warning.
The strike is good enough as it will stop them buying from others seller that have the blocks in place to stop non payers with strikes.
