That would be your eBay Plus membership renewal, which you agreed to when you signed up for eBay Plus.

There is nothing to refund. eBay do not read or respond to board posts, either, so only other members, who can do nothing, will even see your complaint.

If you no longer want eBay Plus membership, cancel it. If you can't find the option under 'eBay Plus', read any of the many threads about this matter to find the link.

That is the amount you owe for keeping eBay Plus

If you do not want to pay for eBay Plus, you need to cancel the free trail BEFORE the paid subscription is due to start

as you agreed to when you signed up

As already said twice on this post

You are the only person who can cancel the membership you signed up for and agreed to the t&c of, including cancelling the paid membership before it is due

As already said twice, other members cannot give you a refund
