That would be your eBay Plus membership renewal, which you agreed to when you signed up for eBay Plus.
There is nothing to refund. eBay do not read or respond to board posts, either, so only other members, who can do nothing, will even see your complaint.
If you no longer want eBay Plus membership, cancel it. If you can't find the option under 'eBay Plus', read any of the many threads about this matter to find the link.
