if l open a dispute through paypal today at 5pm, when can l upgrade it ?

l have had to open a paypal resolution at 5pm thursday 15th may, when can l upgrade it please ?  

 

K, On April 25th l Bid on your Laptop, on 26th you accepted my offer. On 29th l paid via PayPal $47.00 includes $17 for postage.
On 6th of May after email request to you regarding where my purchase was, you replied that you were overseas. On your Listing, you should have shown, "Seller is away from 19th April - 1st May 2014, There may be a delay in your order." This did not happen.
On 6th May, you contacted me to say that you were sorry, and packing the item yourself, and will send me the Tracking number. This has not happened. I have been home everyday since the 10th May, waiting to sign for my item, nothing has arrived. It is now at the end of the 15th May (Thur.) and still nothing. I am just over this poor Transaction, and will turn the item around with unopened, to be signed by you, proof of reciept. It will cost me $17, but well spent from my point of view.
Your ability to monitor your Sales whilst overseas, yet being unable to inform your Buyers that you were not "Home" to attend to their purchases, is very disappointing. Tomorrow is the last Aust. Post Delivery Day for this week. (16th) If it has not arrived, l am giving up totally. I am sorry it has come to this, but l have to move on it life, l refuse to be housebound awaiting for something that may or may not arrive.  
I hope that you "Refund" Offer, is better than the "service" that l have experienced to Date.

You can escalate the dispute as soon as the system will let you, but do you really think you have given it enough time to arrive?

 

You are not contacting ebay here...this is a member run forum and I have to say you are rather impatient.  There is no need for you to be sitting at home waiting for your item.  If/when you are given a tracking number you will see where it is and when it is likely to be delivered.

 

Now that you have opened the dispute you should give the seller time to answer it before escalating.  When you do escalate it the seller will be given 10 days to answer by paypal before you will get your refund anyway
