I can not pay for items, because the web shows: "To help protect your account, we limit the number of items purchased by a single account at any one time.

If you are buying with this account then you have only just opened the account, have you tried to buy a heap of stuff all at once? Seems like you are quoting an email (never believe emails to be genuine) only if you get the same message in eBay.
