Why can't I find a phone number to contact eBay about a difficult seller & promised refund they never arrived
There isn’t one and you don’t need one
You use the tools you are given and there will not be an issue
Do t allow the seller to be ‘difficult’
And don’t blame sellers for the other issue. It will land you on many blocked lists as an unreasonable buyer. You may as well neg the seller because you didn’t like what the delivery person was wearing
Didn’t it occur to you after the first few times it wasn’t the seller asking for a review?
Did you open a claim in eBay's MBG ?

Or if that fails / failed , a claim with Paypal which you have 180 days from payment ?
Just one other thing, you've left a LOT of negative and neutral feedback mentioning giving product reviews.
This has NOTHING to do with the seller.
It's eBay that has asked for a product review when leaving feedback, NOT the seller
