A while back eBay bought in new rules around international selling, so before you can list you need to accept the agreement stating you understand all the nuances of selling on each of the international sites.
As far as I know when you list your first item the agreement will come up asking if you agree, and once done you dont have to do it again, but I'm not sure what happens with TL.
You may need to list one item via the normal SYI form first.
