Communication is the key.

Normally, you will get a sale notification from eBay to your nominated email address. If you don't check eBay messages or your nominated email account, you may well miss a sale. Or it may have gone to spam.

Given that eBay have no facility for down payments, I cannot help you with how a buyer claimed to have made a down payment, or can claim it back. Except that if you haven't signed up for Managed Payments, eBay will hold any payments until you do so.

For future reference, if you're selling things on eBay (or anywhere else) maybe periodically check what is happening. And sign up to Managed Payments.

Are you sure it is not ebay simply recovering there sales fees from you, as the buyer would  have been fully refunded, you are still required to pay your fees
