Buyer says they have not received an item and they want a refund.

The items were sent in a mailer as a large letter - with no tracking. I presume I have to refund the buyer. Is there any compensation I can get? How about a refund of eBay and Paypal fees? 

Many thanks. (In future, I will only send via registered mail for items over $x.)
