how to make an offer with a discount for multiple tems on separate listings

I have a buyer who says they want to buy approx 25 different items all in separate listings. How can I make an offer for all the items combined? I want to give them free postage plus a discount.Any help is much appreciated

Buyer says they have not received an item and they want a refund.

The items were sent in a mailer as a large letter - with no tracking. I presume I have to refund the buyer. Is there any compensation I can get? How about a refund of eBay and Paypal fees? Many thanks. (In future, I will only send via registered mail...
