Can I refuse to accept paypal as a form of payment ?

I have noticed a Seller who refuses to accept paypal. I want to bid on this item, but want the safety of a Paypal transaction to protect me. Is this Seller in breach of ebay policy?

Yes it violates a policy and there is a link in the listing you can report him with.
