Can't find "Add categories" button anywhere

I'm a currently new seller and would like to sort my items in categories, but it seems that i can't find it anywhere

The ebay seems to write:

"How to create a category in your eBay Store:

1. Select the Store tab in Seller Hub.
2. Select the Store Categories menu on the left-hand side.
3. Select Add Categories to add up to 5 categories at once that best fit the items you're selling.
4. Select Save."

but there's no other option at Store tab, only subscription

do i need to subscribe to add category?

Yes, you would need a store for that, but you are probably not making enough in sales to warrant it.

Edit. And certainly not enough listings to make it viable.
