Do second-hand/vintage electrical items - record players, clock radios, kitchen appliances, etc have to be tagged and tested before sale?

Or is the item OK to be sold with a disclaimer in the description such as:

 

As this item is a used electrical appliance, a check by a licensed electrician is recommended.

No they do not have to be tagged but any faults MUST be mentioned in the listing.

There is nothing wrong with stating  a check by a licensed electrician is recommended and if there is faults found that were not in the listing then the seller should just refund the buyer.
