I think the answer depends upon whether you are a private seller or a trader. I believe (and am happy to be corrected) that if you are a trader or shop owner that you are required in some States to sell the items tagged/tested or you have to sever the cord. The problem with selling vintage lamps is that the electrics do not comply with current day Aus Standards, so you have no option but to replace the electrics or sell it with the cord severed - which is dumb because buyers want the whole vintage/antique look including the cord and plug. Private sellers do not have this limitation.
