Hi,
When I listed my item for auction I forgot to put the pay by time limit on it.
Is it too late for me to contact the buyer to let him know the pay by time limit?
Does eBay have a time limit buyers to pay?
What is a reasonable time to wait for payment?

You can not take any action before 4 full days but most sellers allow a little longer, maybe 5 to 7, but I suggest no longer than 7 days.
But if no contact has been made at all from the buyer by day 5 indicating when they will be paying, open a dispute for non payment, close the dispute 4 full days (to the minute) later, you get your fees back, and the buyer gets a strike, you can relist if you choose.
