How can I leave negative feedback to a buyer who doesn't care to pay after 2 weeks.

She won the auction, I waited for 1 week to allow her sufficient time to re-think. After 2 - 3 days I send another message, she did not even bother to reply to my 5 - 6 messages.
And now, because I said, I will open a case against her, she then replied and said, I'm so so sorry, I can't buy the item ! What the ...!!!

Sellers have not been able to leave negs or neutrals for buyers for a long time.
Open the case, close it as soon as you can, 4 days after it's opened. You will get your fees back, buyer gets a strike and you are then free to relist.
Once the case is closed feedback cannot be placed and if it is before the case is closed it will be removed after the case closes.
