How can you tell if a buyer has a strike against them?

I haven't used ebay for quite awhile and I didn't know buyers can have strikes against them and you can block them too. Please advise how to block and where do I look to see if there is a strike against them.

bella...you cannot see the strikes,

however,

go to your my eBay page/ Account Tab  >> Site Preferences >> Buyer Requirements

and put blocks in place.

there is also a link there, under Activity Log, to check how many would-be bidders have  attempted to bid on your items and been blocked (you never see their ID just item # and you see their feedback numbers.
