I bought an item with a seller and it never was delivered.I opened a case and seller confirmed with me that they would refund me the money, once I closed the case.I took them at their word, close the case and now 6 weeks later they have not refunded ...

How can you tell if a buyer has a strike against them?

I haven't used ebay for quite awhile and I didn't know buyers can have strikes against them and you can block them too. Please advise how to block and where do I look to see if there is a strike against them. Ta
