How do get help from E Bay over the phone?

I have a troll who bought a bunch of stuff and refused to pay or communicate.  Around $550 worth.  I cancelled the order and then relisted the items.  He is now bidding again and still refuses to communicate.  Any suggestions about how to deal with this would be appreciated.  E Bay is less than useless.  Almost impossible to request a phone call.

You do not need eBay for this (yet)

You need to put the buyer on your blocked list( which should have been done the first time they pulled this)

I hope you cancelled with the reason buyer did not pay, so they get a strike

Once you have blocked them, keep an eye out for any hint they have opened a new/different account to bid with instead

Then you can report them to eBay for circumventing your block
