I was charged for the sale of an item and shouldn't have been... how do I get eBay not to charge me?

I sold an item on eBay but the buyer didn't communicate or pay up. They had no feedback rating and I didn't think it would do any good to open a complaint (?) so I just relisted the item. It still hasn't sold but on my account I've been charged the 10% for its sale. How do I get eBay to 'un-charge' me? This is all very confusing... 😞
