I was charged for the sale of an item and shouldn't have been... how do I get eBay not to charge me?

I sold an item on eBay but the buyer didn't communicate or pay up. They had no feedback rating and I didn't think it would do any good to open a complaint (?) so I just relisted the item. It still hasn't sold but on my account I've been charged the 1...

I can't send ebay an email with a question and I can't get their phone number. are these people contactable? How do I talk to a real person?

When I try to send eBay an email or click on make a call to get their phone number the page just goes dark and shuts me out. Is there no way of contacting eBay and talking with a real person?
