I have an American buyer who insists she can make part payments with PP. I remember there were talks about it being introduced in the USA, but I am sure it is not possible to do here. Has anything changed?
I think the way it worked was that Paypal would pay the seller the total amount and the buyer could pay by installments, but I could be totally wrong on that.
Your best bet would be to phone Paypal and get them to clarify the situation.
