Payment still on hold

After a long break from ebay I have returned to sell surplus car parts. AFTER selling the first item, ebay informed me I had to upload a government issued photo ID in order to receive payment. I hate this idea so much I wouldn't have used ebay had I known this. Anyway, I did it. Now I am waiting for purchaser to approve the item (it was posted a month ago). I have emailed purchaser three times without a reply. So... I have uploaded my details and messaged the purchaser ad still have no money.

Is it possible to just get the money when item is sold?

Finally, when I try to leave negative feedback, there is only a positive icon to click.

Verification and signing up for managed payments should all have been done BEFORE you listed the item

Payment holds of 14-30 days apply for all new and infrequent sellers

You can't be serious !!!

Sellers  haven't been able to leave negative feedback since 2008  but if you keep hassling the buyer, YOU'RE  the one who will end up with negative feedback
