Policy on payment of returned item

I am having an item return by an International buyer. She is insisting that I refund her payment before I receive the item back. I am thinking that I should wait until the item is returned, is this the procedure?

Hi

Do not refund any money until you have the item and have inspected it. You are not obliged to refund without item.

Just tell the customer  that is the procedure regards Nat
