Do I cancel transaction first or refund money to a Buyer...or does the Cancellation of transaction automatically does a Refund..?
No the cancellation does not automatically refund. You need to do each separately. Cancel via the Resolution Centre and refund via the refund link on your Paypal transaction page if they paid that way.
