Lately I have had several buyers paying for items and then shortly after requesting a refund because they didn't read the listing correctly and no longer want the item. Where do I stand? Does this cost me money through paypal to refund? Does this happen very often to other sellers? What happens if they don't agree to cancel the transaction after I have refunded?

Your choice but you are under no obligation to refund for their error.
Tell them they can sell it them self when it arrives.
Or just go to your PP account click on issue refund and go from there.
Then let them know you will send a request to cancel the sale to recoup your fees and can they agree to that please.
If they do all is good but if they decline call ebay and they will see the messages and they will issue the refunds.
No there is no fee to refund the buyers.
