If I place an item for sale on eBay can I request pick up only instead of posting to buyer.

yes, you sepcify pick up only as the postage option (remove postage postage and click on 'local pick up only')
also specify it a number of times in the listing itself (many people don't bother reading the listing/description but do it anyway) bold and high-lighted in red
