Setting 'Cash on Collection' as a permanent selling preference??

I must be losing my mind but i am going around and around in circles trying to find how to set up a permanent selling preference to allow Cash on Collection as an available option in every listing.

Please help!

It's called 'Local Pickup' but you don't get to determine the payment method.
