I have a final value free credit and don't know what that means. Do I have to re-list the item for sale becuase the purchaser didn't pay?

No you do not have to relist the item if you don't want to.
The Value Fee Credit just means that your fees have been refunded as the buyer did not pay. If/when you list another item for sale that amount of money is already in your account towards the new fees.
