What to I click on in the resolution centre to "appeal" a case where the buyer declined the request to cancel a transaction?

You will have to call ebay.
Once they have declined the request there is no appeal.
Did they pay?
Did they pay and you refunded them?
To call ebay click on Customer support in the top RH corner and then click on Contact ebay then hover your mouse over selling and then click on report a member then click on call us and you will be given the number and a code to enter on request.
