Why can’t I get my seller fees back!

I sold an expensive piece of jewellery to America. EBay took $634 seller fees and I was paid $4865. Buyer didn’t receive jewellery, stolen in the post. I had to refund $5500 to the buyer and now eBay won’t refund me my seller fees which is wrong because the sale never went through and I’ve had to pay more than what I received. No necklace and no money! I at least want the seller fees back!

from the tracking, did it 'go missing' in Australia or the US?

Why would this matter if all insurances were paid through AP. ??
