Anyone else had this experience with eBay? I haven't used ebay for a couple years and decided to start using it again. I sold an item only to learn the funds would be withheld until delivery despite my 100 percent rating. I sent the item on the day of purchase, express post (To a PO box). The tracking shows that the item has been delivered but the seller hasn't picked it up. Therefore eBay considers the item not delivered. How is this fair, I pay for postage and packaging, eBay has my money and refuses to release it. What a scam
As you haven't sold for a long time, eBay will see you as a new seller and your funds will be on hold.
BUT, have you registered to sell and signed up for managed payments ?
Your payment won't be released at all until you've done so

No Scam, you simply did not read what you should have and indicated you did. The hold on new / infrequent sellers funds has been in place for years zzzz, even applied via paypal, before managed payments.
Note: tracking showing delivered, in itself, will not see your funds released early, so unless you figure out the rest of it, your funds will most likely be held for 30 days.
