best offer messages

When a buyer makes an offer and writes message can the seller see the message before they accept the offer?  I had somebody making an offer, which I accepted, once I accepted it up comes message from her with conditions that I cannot accept.  I am 100% sure the message was not visible at the time I accepted the offer.  The only possibility is that it was way down out of vision on my screen, and i woud have to scroll down to see it.

Every time  a buyer has made an offer for something I'm selling the offer and message are together, both easily readable.
