do i get charged if a customer wants to cancel order

i have had a look but cant find an answer 

so a person bided and won now wants to cancel order do i cancel will i still be charged a fee? should i just let them get a strike as the reason for them cancel was they say the post is too much and im overchargin but im not and said if its less i would refund the diference.

Once you finalise a transaction by cancellation or unpaid case, you get your fee credited back.

To the right of item in your sold list is a small drop down menu.

Select cancel and choose buyer changed mind.
