schedule listings is out out by a day,the day does not match the true date is this because its a usa set up for australia?

some listings can not just revise to say lower price when i hit revise after edit it opens a new listing page to start over is this new? most annoying any one help please

i have had a look but cant find an answer so a person bided and won now wants to cancel order do i cancel will i still be charged a fee? should i just let them get a strike as the reason for them cancel was they say the post is too much and im overch...
