final value fees on shipping costs?

Since when have ebay started charging FVF on SHIPPING COSTS?

I have recently sold a number of items for $5. They were basically in the "too good to toss, someone may want them" category.

Shipping was offered in AP pre-paid satchels (with signature) with actual costs $16.75 (3kg) and $20.75 (5kg).  Ebay constrain the shipping costs anyway.  The buyer paid the $5 plus the indicated shipping cost (which is also what it costs me at AP).

So out of the $5 sale price, ebay take 54c and then they take an additional $1.82 or $2.24 for the shipping cost.  So for the 3kg consignment I am left with $2.64, and $2.22 from the 5kg consignment.  This is return for providing not only the actual items but also the bubble-wrap etc and the effort going to the P.O.

In retrospect I should have thrown them straight in the dumpster.
