i am new to ebay i have had a add finish & a cutomer contact me asking if they can buy it for a cheaper price ? Am i aloud to sell once the add has finished ?

If you mean that they are offering to buy an item that ended without selling, then you need to relist it on ebay at the agreed price for them to purchase, otherwise you are entering into an off ebay transaction which is against policy.
