Is this in response to an item not being as described, and the seller asking for a video to prove that it’s not working/is faulty, etc,

Just open a dispute for return/refund. If seller doesn’t provide return label and/or accept refund request (within the dispute itself), escalate by asking eBay to step in as soon as the option to do so becomes available.

Why do you need to. ??

If your item is not as described - not fit for the purpose it was described - open a case - not as described and follow it right through.

Do not close the case until you have the outcome you want - and don't communicate with the seller.
