can i relist my item even if buyer refused to cancel transaction? I requested to cancel transaction due to buyer not paying or making arrangements to pick up 10 days post sale date. Am i free to relist even though they declined to agree with my cancellation request? Can they give me bad feedback?

No matter what you do at this point they can give you negative feedback.
If I were you at this point I would not wave a red flag at them by relisting the item. I would stick it in a cupboard, quietly wait the 60 days for the time to pass where they could leave feedback at all, and only then re-list the item. Why antagonise them if you are trying to avoid a neg.
For future reference - which I am sure you now know - if they muck you around, open an unpaid item, close it after 4 days. Then they can't leave a neg at all.
Unfortunately no matter how much trouble they are, the decision to cancel the transaction is NEVER yours.
